• Affordable Health Coverage Now Available for Small Businesses Through Wilmington Chamber Membership

WILMINGTON, N.C. – [November 3, 2025] – Small businesses across southeastern North Carolina now have access to a new, more affordable health insurance option through the Wilmington Chamber of Commerce’s partnership with the NC Chamber and Blue Cross Blue Shield of North Carolina (Blue Cross NC).

Carolina HealthWorks, recently approved by the North Carolina Department of Insurance, is a multiple employer welfare arrangement (MEWA) designed to help small businesses join together to purchase health coverage at rates typically reserved for larger employers. The program is administered by Blue Cross NC and supported by Consoliplex, the plan’s third-party administrator.

This statewide initiative was created by the NC Chamber Benefit Trust, and the Wilmington Chamber is among the participating local chambers offering this benefit to members. Natalie English, President & CEO of the Wilmington Chamber of Commerce, serves on the Trust that guided the program’s development.

“We’re proud to be part of a collaborative effort that delivers real savings to small businesses,” said English. “Health care costs are one of the top concerns for business owners. Through Carolina HealthWorks, our members can now access high-quality, affordable coverage options that make it easier to attract and retain talent.”

Carolina HealthWorks is available to small businesses with 2 to 50 employees that are members of the Wilmington Chamber or another participating local chamber. Enrollment began November 1 and is open throughout the year.

“North Carolina leads the nation in business—but is one of the most expensive states for health care – a sharp contradiction that hits hardest for small businesses fighting to survive.” said Gary Salamido, president and CEO of the NC Chamber. “This moment demands real solutions. The creation of Carolina HealthWorks is a meaningful step in giving small businesses a tangible, more affordable path forward. We appreciate Blue Cross NC’s willingness to partner and find an affordable, thoughtful solution designed to help small businesses support their teams, their families, and stay competitive.”

Blue Cross NC will administer the plan, offering access to its broad statewide network of providers. Businesses can enroll through Blue Cross NC–appointed agents or directly through the NC Chamber and Blue Cross NC websites.

“This program represents the best of what happens when business leaders come together to solve complex challenges,” added English. “We’re grateful to our partners at the NC Chamber, Blue Cross NC, and Consoliplex for creating an option that supports both employers and employees.”
