• Healthcare Talent & Workforce Development in Southeastern North Carolina

  • The Wilmington Chamber of Commerce is committed to building a strong healthcare workforce that supports both the well-being of our community and the strength of our economy. Through leadership in the NC Health Talent Alliance and the New Hanover Healthcare Career Partnership, the Chamber is addressing one of southeastern North Carolina’s most urgent challenges: critical shortages of nurses and other healthcare professionals.

    Using Talent Pipeline Management® framework developed by the U.S Chamber Foundation, the Chamber convenes employers, educators, and community partners to align training programs with real workforce demand, improve recruitment, and strengthen retention. Locally, the Chamber’s partnership in the New Hanover Healthcare Career Partnership, supported by a $22.3 million investment from The Endowment, provides scholarships, housing assistance, and pathway programs to help students and professionals complete their training and remain in the region.

    • Vision: A sustainable, robust healthcare workforce across North Carolina through public‑private partnerships, ensuring providers have access to skilled talent and fostering healthy communities.

    NC Health Talent Alliance Approach

    • Employs the Talent Pipeline Management® (TPM) framework from the U.S. Chamber Foundation.
    • TPM Regional Managers establish local employer-led collaboratives that provide real-time demand data, allowing for targeted recruitment and retention strategies.
    • Regional teams track workforce data, partner with education/training providers, and collaborate statewide to address barriers and share learnings.
    • The 2025 toolkit enhances student-employer engagement, structuring connections to support licensure, placement, and retention.

     

    NHHCP Strategy

    • Supports students from as early as 5th grade through college, including scholarship funding, housing aid, mentorship, pathway programs (e.g., Try Teal, Coastal Community Healthcare Fellows).
    • Works with education partners to boost nursing graduation and retention in the local workforce.

    Career & Leadership Development Academy (CLDA)

    The Wilmington Chamber launched the Career & Leadership Development Academy for 7th grade students in New Hanover County Schools. The program introduces career pathways, including healthcare, early in the education journey. By connecting students to local industries, employers, and mentors, the Academy builds awareness of in-demand careers and supports long-term workforce development.

    Intercity Visit to Fort Lauderdale, FL

    The Wilmington Chamber led a delegation to Fort Lauderdale to study how their education system, from K-12 through community college to university, collaborated to build an integrated healthcare talent pipeline. Lessons on shared resources and aligned pathways informed Wilmington’s strategy. The Chamber continued to convene business leaders in the healthcare sector and education partners to shape a local strategy.

    Cape Fear Talent: Regional Workforce Skills Analysis

    The Wilmington Chamber, Cape Fear Collective, Cape Fear Workforce Development Board, and RTI International surveyed nearly 400 regional businesses to guide education and workforce strategies.

    Launch of NC Health Talent Alliance Pilot

    The NC Chamber Foundation and NC Center on the Workforce for Health, with support from the Wilmington Chamber and SEAHEC, initiated regional employer-led collaboratives using the Talent Pipeline Management® framework.

    $22.3M Grant Awarded for Healthcare Pipeline

    The New Hanover Community Endowment granted $22.3M to UNCW, CFCC, NHCS, and the Wilmington Chamber Foundation to collaboratively boost recruitment, training, retention, and healthcare workforce infrastructure.

    Building the Healthcare Workforce Superhighway

    UNCW, CFCC, NHCS, and the Wilmington Chamber crafted a roadmap to recruit, train, and retain healthcare talent, including simulation lab upgrades, pathway programs, and wrap-around support funded by the Endowment grant.

    August 2024

    CLDA Expansion

    The Chamber’s Career and Leadership Development Academy expanded from an initial cohort of 40 students to include nearly 1,800 7th graders in New Hanover County Schools, thanks to support from the North Carolina General Assembly.

    December 2024

    Try Teal Program Launched

    UNCW and CFCC launched Try Teal, allowing CFCC ADN students to take RN-to-BSN courses at UNCW tuition-free, supporting seamless educational progression and workforce preparedness.

    Chamber’s Role Articulated

    WilmingtonBiz highlighted the Chamber’s pivotal role in convening stakeholders in the New Hanover Healthcare Career Partnership to enable early student recruitment, tailored training, and retention strategies.

    Sheps Center Workforce Projections

    The Sheps Center’s state-level nurse shortage projections, estimating a shortfall of 12,500 RNs by 2033, provided critical context referenced by local initiatives.

    Midpoint Progress Update

    A UNCW-hosted panel shared updates on the New Hanover Healthcare Career Partnership, including wrap-around services and student support milestones in collaboration with CFCC, NHCS, and the Chamber.

    Institutional and K-12 Expansion

    NHCS rolled out health science academies, exploratory classes beginning in 5th grade, and simulation tools. CFCC expanded nursing facilities, simulation labs, childcare, and emergency aid services.

    UNCW and CFCC launched the Coastal Community Healthcare Fellowship, providing scholarships, mentorship, and two years of post-graduation support to retain nursing graduates locally.

    Novant Health Workforce Programs

    In partnership with the New Hanover Healthcare Career Partnership, Novant Health rolled out Bridges to Healthcare (internships for high school students) and Upward Mobility (CNA-to-RN transition with time off). The first cohort graduated 17 RNs with a 96 percent retention rate.

    The Alliance released a Student-Employer Engagement Toolkit to help employers engage more consistently with students, streamline licensure paths, improve placement, and strengthen retention across the state.

    Key Student Pathway Initiatives

    • Career & Leadership Development Academy (CLDA)

    • Bridges to Healthcare (Novant Health)
      In partnership with the New Hanover Healthcare Career Partnership, Novant Health provides summer internships for 11th and 12th graders, giving students real-world exposure to clinical careers.

    • Try Teal Program (UNCW & CFCC)
      A seamless transition program that allows Associate Degree Nursing students at CFCC to begin RN-to-BSN coursework at UNCW tuition-free, supporting continued education and local retention.

    • Coastal Community Healthcare Fellowship
      A scholarship and mentorship program that supports nursing students through college and provides two years of post-graduation support, encouraging them to stay and work locally.
